As part of the Gordie Howe International Bridge project, Early Works activities will prepare the Canadian Port of Entry (POE) site for the work to be undertaken by the private-sector partner to be identified through a separate procurement process.

There are three components to Early Works:

  • construction of a perimeter access road (PAR)
  • utility relocation
  • the placement of fill, grading and drainage.

Existing sections of Sandwich Street and Broadway Street located within the footprint of the Canadian POE will be closed once construction of a new, four-kilometer, two-lane perimeter access road (PAR) is complete. The new road will surround the Canadian POE and provide employees and customers with access to local businesses, and provide access for emergency services such as fire and police.

The new PAR will be constructed to City of Windsor standards. Once completed, ownership of the road will be transferred to the City.

PAR activities include the following:

  • Removal of existing roads base and hard surfaces
  • Grading, drainage, sewers and stormwater management
  • Upgrading of the Broadway Drain
  • Installation of curbs and gutters
  • Concrete paving.

During Early Works construction, portions of Sandwich Street and Broadway Street will remain open to allow public access to local businesses.
